When strategy moves: one change, walked down every layer to the owners, rules and contracts it touches

Kenya, 2007: money sent home goes with a bus driver or a friend, and not all of it arrives. A mobile network sets a new strategy, to carry money as well as calls, and launches M-Pesa. That strategy fits in a sentence, and making it real reached every layer, down to the shop counter. Then the government's direction: a social tariff for every eligible household, automatically, from the first of July, and the minister's office asks what it will take, by tomorrow. Tomás walks it down the map, layer by layer, and every element it touches has an owner. The agency is asked for the least, the wall holds, new rules get homes, the counter shows who the match would miss, and a data product gets a new column without breaking its contract, its readers found through lineage.

Tartu's once only. A bill never corrected, and a script on the wall. Each rule written once, with an owner and a reason: tests for the data, a tracking table for the business.

A map people and agents can read

Hōkūleʻa, 1976. A map kept in one tool, fed by other systems, reviewed and versioned, with every view generated from it. Agents draft; people confirm.
