Linh wants to apply for a PhD at the university that once gave her a second student number, and its application still creates a person before anyone looks. There are four ways to give many systems one person: a registry that only links, a copy for analysis, a master that systems read back, and one place where people are created. Each costs more than the last. The university has the first two, and neither stops a third number. People come in at two doors, so those two read the person back, the application searches before it creates anyone, and the other systems keep their links. Choose the lightest way that solves the problem.
