Who owns what: owners publish, consumers build on what's published

In 1858, South Australia made the government's register the title: anyone could rely on it, and only its owner could change it. The credential's core models work the same way. Each fact's meaning has an owner, dbt's access says who can build on what, grants say who can read, and the keys stay shared.
